Hmmm they show signs of interest like touching you lightly more than once, 
glazed eyes, lots of smiling\blushing, etc. 

This could be interpreted as her being friendly, but 
if you show interest in her and she continues the above then it's all good.

i think that if a girl's playing games with you, it's either 
1. in your head that she's playing games and 
you're just being a weenie and not putting enough effort into it or 
2. she's just not that into you 

so you are saying, that if you think a girl is playing games with you....she either 
1. likes you but you just cant figure it out or 
2. she doesnt like you? 

why wonder? just ask.... 

if you have to guess and wonder about it... then 
that person probably isn't really interested. 
she might be intrigue and might consider you as a potential but 
she isn't sure if she really likes you yet. 
if someone likes you, it should be perty obvious.

general rule of thumb is that she will be paying more attention to you than other people. 
That might simply be starring at you for 0.01sec longer than any other guy around her 
(if she's shy) or finding an excuse to touch your hands. 
But generally she will behave 'differently' around you than with other people. 
She will be giving signals but it's up to you to figure out 
if she 'behaves' different around you than she does with other guys. 
Though she might behave differently around you if she finds you repulsive..
