1. 'File > New' with the background color.
2. 'Layer > New' and 'Layer 2' will be out.
3. Type the text on 'Layer 2'
4. Copy 'Layer 2' and 'Layer 2 Copy' will be out.
5. Select 'Layer 2'
6. 'Edit > Fill' or 'Shift-F5' to fil the text with black. Or
7. 'Ctrl-Alt-T' > 'Select your color' > 'Alt-Backspace' to fill with different color.
8. 'Filter > Blur > Gaussian' on 'Layer 2'
