1. Make sure you really want above effect.
2. And now, you have to forgive me as I don't know how to make the above effect only with Photoshop.
3. What I did was I used the "Chromosome Heavy" font to get that result.
4. There's no Photoshop specific technique involved in here as the font itself is designed for the effect. (As the font is copyrighted and commercially sold, I can't put on FTP server at all).
