Neon Text

1. Start with the dark background.
2. Create New Channel.
3. Type the text.
4. Fill the text with white, and Deselect.
5. Filter > Blur > Gaussian Blur.
6. Image > Adjust > Curves. By changin a shape to /\/, you'll see an outline of the shape. You need lots of experimentations here.
7. Select RGB.
8. Load Selection #4.
9. Fill in the selection with neon color.
10. Voila!
